It is reported that the BJP government is going to implement the new education policy in the second week of November, which is facing severe opposition across Tamil Nadu. Millions of letters have been sent to the Ministry of National Human Resources Development, urging for the complete withdrawal of the NEP.
The BJP government is now trying to finalize the draft of the NEP by making only a few minor corrections to the old draft which is completely waste. It has been reported in the media that a cabinet meeting will be held to confirm the final report.
Many states including Tamil Nadu have been voicing in their claim that the right to education belongs to the states. But the Union Government of India is going to snatch the education authority from the concurrent to central list. This is the biggest issue of the NEP.
The Union Government of India is trying to impose Indian-level entrance exams in all areas of Arts, Science, Law, Engineering and Medicine. While the Tamil Nadu people are still struggling against the Medical NEET exams, silently the admission to all courses through entrance exams will be introduced through this education policy.
This education policy states that there should be a common public exams for students of 5th and 8th grade. This policy encourages rural poor students to discontinuing education from schools. This policy encourages the complete shifting of poor students from college to vocational education as soon as they complete class 10.
With the introduction of multinational corporate investments in education, education is going to become a costly commodity which is out of reach for the poor. Making only few minor corrections for the namesake without making any changes in the above said features. The union government is about to finalize the new national education policy by falsely claiming that it has been corrected by public opinion. The Government of India has already begun to implement the new educational policy under various names.
As Tamil Nadu protests against the trilingual policy of imposing Hindi and Sanskrit, stating that there is no language imposition, but the Union Government has laid down the policy of imposing Hindi and Sanskrit indirectly, by spending millions of rupees on Hindi and Sanskrit alone. The BJP government is doing the job of recruiting Sanskrit teachers in schools, so it seems to be cheating that in the name of trilingualism any language can be read as a third language. Tamil Nadu’s demand is that trilingualism be completely eliminated and bilingualism be pursued. But the new education policy imposes the trilingualism on Tamils.
Various states have opposed the creation of the RSA, the central education authority, which takes away education from the state government and facilitates the central government. The BJP government is reported to have said it would change it, but only shifted its chief responsibility from the Prime Minister to the Minister of National Human Resources Development.
The demand of the Tamil Nadu people is to completely withdraw the draft of the new education policy. The idea that the union government is taking away the right to education from the state is an undermining of democracy. Government trying to finalize new education policy by November would not be an honest act, which is mere cheating the people, while they are struggling and to end the new education policy.
The BJP government should not forget that Tamil Nadu has a history of making students take to the streets to protest against the Hindi imposition. The Indian government should immediately drop its attempt to enforce the injustice of national education policy. Otherwise we will announce that the BJP government will face severe resistance from the Tamil Nadu people.

_De La Rue Public Limited Company & BJP (Bharatiya Janata Party)_
To begin with, let us date back to an incident that took place about 20 years ago (December 24, 1999) when the Indian Airlines flight (IC814) heading towards New Delhi from Kathmandu (Nepal) was hijacked by a group of terrorists. At the injunction of the terrorists, the flight was made to land at 3 different cities starting with Amritsar, Dubai and eventually landing at Taliban controlled, Kandahar located in Afghanistan. Many of us may not be aware of a situation that existed back then for a possible rescue operation by the Indian Army when the flight was landed at Amritsar, but then, the BJP government that was in power during that time was not prepared to perform the rescue operation due to the presence of one individual, *India’s Key Research & Analysis Wing (R&AW) Officer, Shashi Bhushan Singh*.
Eventually, the Indian government conceding to the terrorist’s demands, released three high profile terrorists from its prisons in exchange for the passengers and the R&AW officer’s life. All the negotiations with the terrorists were managed by India’s then *National Security Advisor, Ajit Doval*.
As you may be aware now, three of the released terrorists later formed a terrorist outfit, *Jaish-e-Mohammed* which claimed responsibility for some of the worst terrorist attacks on the Indian soil right from the Indian Parliament attacks in 2001 up until the recent Pulwama attacks at Kashmir culminating in the death of 40 CRPF soldiers.
Despite being accountable for such a devastating security decision, Ajit Doval was once again appointed as the National Security Advisor by the current BJP government in 2014. The billion-dollar question of BJP government re-appointing Ajit Doval as the NSA, despite his miserable failure shall be answered if we are able to track the identity of the *‘50-year-old VIP’* who was present in the same hijacked flight IC814 whose safety was coercively prioritized for India by the Switzerland and Italy government officials during the course of that hijack.
Foreign Governments were keen on one individual’s safety and had insisted the Indian government to heed to the terrorists demands, whatsoever it may take. The foreign governments had citied that the VIP was *Robert Giori, the CEO of De La Rue PLC* which was responsible for printing around 90% of all the world’s currencies and without him, there might be chances of a global cash meltdown (http://bit.do/ePoVj).
The then external affairs minister of Switzerland, Joseph Tesi was in constant touch over the phone with the then external affairs minister of India, Jaswanth Singh and exerted immense pressure on the Indian government to amicably give in to the terrorist’s demands. The Swiss government had even flown a team under General Hans to assist and oversee India’s handling of the situation. Amidst the high drama, the Indian government had paid a heavy ransom to the terrorists to save Robert Giori and flew him back to Switzerland under direct command of General Hans’s team.
Robert Giori was the foremost kingpin of the World’s Currency industry. He was nicknamed the ‘Currency King’ by the World’s Top Financial Companies as his company ‘De La Rue’ had not only printed 90% of all the international currencies but also was the top player in manufacturing currency printing machines, currency printing inks, training and mentoring majority of the printers who excelled in currency printing. In short, Giori had established a profound dynasty that owned the World’s currency printing business in its entirety. He was also one of the obscenely rich individual who perpetually helped his peers in stashing their black money in tax havens and later launder it as well.
He was also notorious in printing and distribution of counterfeit currencies to various terrorist outfits across the world and inflicted artificial economic crunch thereby devastating the sovereignty of nations.
It might come as a shock that Giori’s company, *De La Rue was indeed printing India’s currencies as well for over 100 years*. The top 4 companies that officially print Indian currencies for our Reserve Bank of India are 1) UK based De La Rue, 2) Australia based Innovia, 3) Munich based Giesecke & Devrient and 4) Swiss based Landquart.
The biggest player among the lot, De La Rue was banned from printing Indian currencies by the Indian government in 2011. The ban resulted from CBI raids which unearthed crores of counterfeit Indian currencies (Denomination of 500 & 1000) across 70 bank branches in Indian & Nepal. Similarly, counterfeit currencies were confiscated from terrorists in the Indian – Pakistan border as well. Source of the counterfeit currencies was successfully traced back to India’s very own Reserve Bank of India which when questioned by the CBI authorities revealed that RBI had outsourced the printing of 500’s and 1000’s to foreign companies like De La Rue via indirect agreements and the printed currency notes were then exported to India for circulation by the RBI.
Journalists questioned India’s economic sovereignty which was followed by a Joint Parliamentary Committee that heard the relevant explanation from the Reserve Bank. It was revealed that about 500,000 notes worth over Rs 1 Lakh Crore were printed by foreign companies per the deal, the majority of which was contracted to the De La Rue company. These companies have also been found to sell currency printing technology of India and various other countries to some of the terrorist outfits. The UK government’s Serious Fraud Office exposed various allegations, such as the sale of bad quality papers for printing currencies. All of this led to the ban of the De La Rue Company in India in 2011.
Following the ban of De La Rue, about 2000 metric tons of paper that had been stocked in their warehouses for printing cash had piled up. This caused a huge loss to the company. It also suffered a sharp decline in the stock market as India’s currency printing contract was terminated with De La Rue. The then CEO of the De La Rue Company, James Hussey was held accountable for the company’s downfall and had stepped down as the CEO.
The De La Rue Company which had become hugely infamous for having involved in serious frauds had taken a new form in the disguise of *KBA GIORI* company with Switzerland’s support. In the recent few years, De La Rue company in its new form as KBA GIORI had attempted to compensate its losses incurred in the past by tipping commissions to a wide range of agencies across New Delhi in order to secure Reserve Bank India’s contract once again.
*Modi’s current BJP government had expunged the records of ‘De La Rue’ being banned in the past to award a secretive tender to the KBA GIORI company for printing India’s currency notes. The tender was secretive as the agreement was neither discussed in the parliament not disclosed to public.*
*In November 2015, the De La Rue company once again dominated its operations in India via the project centered around UK & INDIA’s DEFENSE & INTERNATIONAL SECURITY PARTNEERSHIP AGREEMENT.*
*Since then, the stock of De La Rue surged by 33.33% in a short sprint of 6 months. In short, Modi and the BJP government had aided De La Rue to reestablish its currency printing empire across the international market.*
Shiv Sena MP Hemant Godse has publicly stated that Modi had involved in the favorable allotment of 10 acres of land in Aurangabad for a new company, ‘Security Papers Mills’ to print government bonds.
In April 2016, when the infamous “Panama Papers” emerged implicating all tax dodgers across the world, the *De La Rue Company’s name came up in an allegation for having bribed an agency in Delhi with 15% commission to strike a contract with the Reserve Bank of India. Similarly, the Reserve Bank of India was implicated for having paid 40 million pounds for the contract*. Unexpectedly, Modi government banned the De La Rue company in April 2016.
Nevertheless, 6 months before the announcement of demonetizing 500 and 1000 rupee bank notes on 8th November 2016, Modi government had already started printing 2000 rupees notes with the signature of Urjit Patel via the De La Rue company. In August 2016, about 480 million 2000 rupees and an equivalent amount of 500 rupees banknotes were printed by the De La Rue company.
By awarding the printing contract of 2000 rupees to the De La Rue company, the BJP government had involved in a grand coalition with the De La Rue company to earn millions of crores of rupees.
India’s NSA Ajit Doval should be the brain and heart of this conspiracy as he was the key redeemer of De La Rue company by safeguarding Robert Giori from the terrorists back then in 1999.
Post demonetisation, Ajith Doval’s son Vivek Doval and Shaurya Doval, stashed massive amounts of black money in Cayman Islands under the guise of a shell company, GNY ASIA and later used it to bring back thousands of crores of rupees into India under the guise of foreign investments. Panama Papers had accused another director of the GNY ASIA company, Don W EBanks, for stashing black money across several tax havens. Vivek Doval’s brother, Shaurya Doval runs a company, Gemini Financial Services company, of which, one of its two directors is the Pakistani Syed Ali Abbas and the other one is the son of Saudi King, Mishaal Bin Abdullah Bin Turki Bin Abdulaziz Al-Saud, who finances the ISIS terrorist group.
Six months before the announcement of the note ban and introduction of 2000 rupee note by the Modi government on November 08, 2016, about 26 officials across various departments in the Indian Union headed by Amit Shah had sought the help of De La Rue to print the 2000 rupees. After announcing demonetisation, they had approached top capitalists in India to supply them with the new 2000 rupee notes (that were printed outside of India before 6 months) as a mean to launder their black money. They had charged around 15% to 45% commission for the laundering their black money.
*In short, we are talking about a massive scandal of ‘3 lakh crores’ at a minimum.*

In this scandal, various departments of the Indian Union have been used illegally. All of the money that was printed overseas had been flown to India with the help of Indian military to the military airbase, Hinden from where the printed money was then circulated to the top capitalists who were keen to launder their black money.
The ultimate fraud that is concerned with this scandal is that the governors name on the 2000 rupee notes that were printed overseas during April 2016 (6 months before the note ban) had Ujjit Patel’s signature on it as the Indian RBI Governor whereas Raghuram Rajan was the actual Indian RBI governor during that point of time.
This implies that Modi and the BJP government had planned and executed this scandal by printing notes with Urjit Patel’s signature well beforehand during April 2016 and then appoint him as the governor only during September 2016, just a month before the note ban was announced so that it looks as if the new governor, Urjit Patel had signed the 2000 rupee notes and not raising any suspicion about the notes being printed overseas well before 6 months. Also, the screen fell in the drama with the new governor, Urjit Patel supporting the BJP government’s currency ban decision.
*For a moment, just think of the acuteness and the scale of the scandal that BJP government had committed under Modi by making fool of the 1.3 billion Indian citizens and unlawfully using government’s various departments. This morning,Comrade Thirumurugan Gandhi of May17 Movement has been detained at the Bangalore airport. Com. Thiru was travelling back from a recent visit to Europe, where he had been to address the UNHRC meeting in Geneva, and he was en route to Chennai city, where he hails from.
One may recall that last year Com. Thiru, who is a well known Human Rights defender from Tamil Nadu and the leader of the May 17th was incarcerated for nearly four months last year, from May 29th to September 20th.
We at Peoples’ Solidarity Concerns-Bangalore are of the opinion that this snooping upon him at the Bangalore Airport, is a gross violation of his fundamental rights. Though the police have just mentioned two old cases in Tamil Nadu to arrest Thiru, one wonders why this kind of a commando operation in Bangalore at the early morning hours as he was arriving here to reach Chennai.
Given the total disregard for law and constitution by the State in general, especially in the background of the tumultuous political situation in Tamil Nadu, where the awakened youth of the state are up against the proxy government there, this arrest stinks at all costs. Chennai police have even detained Com. Thiru even on flimsiest reasons in the recent times.
This treating him like a common criminal, is Political Vendetta and nothing else. Com. Thiru and the May 17th movement have been in the forefront of many pro-people mass movements.
Peoples’ Solidarity Concerns-Bangalore and Human Rights activists in Bangalore are seeking all possible legal help in this regard. Any immediate legal intervention in solidarity is highly appreciated and welcome.
Today, under the leadership of former Supreme Court judge Mr.P.P.Sawant, the “Justice and Peace Federation” was formed and it consists of social activists who stood for peoples’ causes.
All activists, in one voice, registered the need to fall the BJP-Brahminical government built on Hindutva Fascism. The concept of Brahminism is a fascist ideology which is against democracy were the open views registered by activists from various states like Punjab, Rajasthan, Gujarat to Karnataka, Maharashtra, and Andhra. Further, they factually recorded that the fascist ideology works against all sections of society. Almost everyone put forth the argument that Brahminism is an ideology of dominance.

“You have been protesting continuously. When did your first protest begin?”
I began when I was in 12th standard. I protested against the change in our school curriculum outside school premises by mobilizing friends while still in school uniform. When I was in college, I fought against the college management which tried to cover up the suicide of a girl student. It was during my college days, Rajiv Gandhi was assassinated and the circumstances were not conducive for us to discuss Eezham politics openly. The situation was such that we used to discuss it metaphorically through poems. Whenever I get an opportunity I travel to different places to read poems. Later, the strike conducted at Madurai University gave a huge experience. That was an opportunity to learn on how to lead a protest.
When did you decide to change as a movement?
I’m a software engineer. I passed out as the best student with all laurels from my college management. My college mates who did software engineering with me were leaving for US one by one. I decided not to go to the US under any circumstance and therefore, I didn’t apply for the passport. I was not sure of what to do and, with no money, many times I have come to this same Natesan park where you are interviewing me now only to lie down curled up. Talks with my father and mother decreased. Then, the twin tower attack happened and nobody was allowed to enter the US. I used that reason.
With a capital of fifty thousand, I started an IT startup and it expanded. I had fifteen employees working for me. I had an income of two lacs per month for myself. I got married. I had a steady income. Unexpectedly, my mother passed away. My daughter was eleven months old. The Eezham genocide was at its peak, I suspended my work to take part in the Human chain protest conducted by Karunanidhi, fasting protest conducted by Thirumavalavan, students protest in Chengalput, etc. One day, I heard the news of Muthukumar’s death by self-immolation and I reached the place. I got to read the letter written by Muthukumar which brought a big change in me. He didn’t immolate by impulse. He placed a political demand. The feelings towards Eezham Tamils that existed in me grew manifold at that point. That is when I decided not to continue the same life and all the like-minded youngsters came together to function as a movement. We led the protest against Kudankulam project. We exposed the effects of Methane project. We intensely protested against the death penalty of three Tamils. Mullaiperiyar demonstration, Environmental concerns, Tamils rights, Tamil issues, misrepresentation by National English media and the struggle continues till today.
Wouldn’t Tamil Nationalism isolate the people speaking other languages who live in Tamil Nadu? To what extent can they fit themselves in it?
Nationalism includes all sections who are being affected. Since the majority are Tamils they are in the forefront. Otherwise, we struggle for the rights of everyone. The input for Tamil Nationalism is the bottom section people’s political freedom, cultural freedom and economic freedom. We believe the minority ethnic nationals present here will accept the freedom proposed by Tamil Nationalism.
How do you see the Tamil Nationalism which says ” Going forward, only Tamils should hold power and rule Tamil Nadu”?
Whoever marches us towards our freedom, can hold the lead. Language is not a problem for us. Didn’t leader Lenin struggle for freedom of the people from Kyrgyzstan, Kazakhstan, Uzbekistan, Georgia? Didn’t Stalin, who came from Georgia, led the freedom struggle for Russia? Wasn’t that possible! Lenin demanded the freedom of ethnic nationals. Stalin defined it. They went beyond language and were known to have spoken of justice for all people.
Whoever struggles for the ideology of Tamil Nationalism is our comrade. There were people from the society who spoke other languages self-immolated during the Eezham war. What united them with us? Humanity is the point where they came together. Can we deny that? Till now, Tamil Nationalism has not proposed the purity argument of only Tamils should rule. Perunchithiranar, Tamilarasan, Poet Kaliyaperumal and the leaders who followed them never put forward such an ideology. Any talk of alienating the people who speak other language and denying power to them as Tamil Nationalism, will not make any difference between Sinhalese government and us. The ideology of Tamil Nationalism is not to have linguistic discrimination but to bring working section people together.
What is the primary objective of May 17 movement?
We have two goals which are inseparable. Tamil Nationalism and annihilation of caste. The true strength comes out only when these two unite. Liberation Tigers of Tamil Eelam(LTTE) eradicated caste before they became a stronger unit. That was the reason behind the movement which was able to fight against its enemy till the end. There were commanders from the oppressed community who had soldiers under him who fought the enemy. They implemented severe punishments for caste atrocities committed in the territory administered by them. Let me make one thing clear. Tamil Nationalism is impossible without eradicating caste. We don’t have a history which speaks of casteism embracing Tamil Nationalism. They like to construct it for the sake of electoral politics. I don’t see them as Tamil Nationalists. There will be many attempts to distort the true ideology. Misguidance will happen and this is one among the many attempts.
What do you think is the fundamental change required to widespread Tamil Nationalism?
Caste. It keeps the people divided. The village and cheri (Dalit streets) have to be united to fight the enemy. Those who land here to plunder our wealth doesn’t like us getting united. Those who claim to belong to warrior community could have fought against the Gail pipeline laid in their villages? If we unite as Tamils, without caste discrimination, we can easily win over these livelihood affecting destructive projects. The politicians here don’t like people being united leaving behind caste. Electoral politics nurtures caste. The caste can only be destroyed when you go beyond electoral politics and move towards the politics of freedom. We would like to talk to those who perpetrate caste atrocities against Dalits to eradicate the atrocities. Along with Dalits, other communities to consist of working section people but caste works to keep them separated. If these two sections come together, various issues in Tamil Nadu will be resolved. Dalits do not identify their caste as their pride. It is to claim their rights and freedom. We need to understand this.
What could be the background of the Goondas Act that pounced on you?
There are not many backgrounds in it, comrade. The impulse to protest grew among Tamil people. We used to tell the public about such clampdowns to come in future as a precaution. Now, they have been affected directly and hence they came down to streets. Moreover, we were arrested to create a fear among the public and warn them that this will happen to you tomorrow if you come out to protest. But, today it has backfired. On Saturday’s public meeting more than three thousand people rose their hand willing to be arrested under Goondas Act. What is the government going to do?
Lot of protests, jail…how does your family see this?
My father will remain confident. Though my wife was not afraid she didn’t expect me to be arrested under Goondas Act. She expected that I will be home in two or three days. My daughter yearned for me without seeing for many days. She had been calmed by telling her that I had gone out of the station. She started crying after she met me in jail. It was just four months for me but there are leaders who had been in jail for many years. So, I don’t want to romanticize this further comrade.
“What are your next steps?”
“Our next steps are to visit all districts to meet youngsters and bring them together. We are going to prove ourselves as a strong political movement without electoral politics. We are sure that people will provide the strength by standing with us.” confidently smiles Thirumurugan Gandhi.

In spite of the presence of huge army and police force, the public gathered in large numbers. They went in front of the genocide criminal Maithripala Sirisena’s cavalcade and showed black flags. They raised the slogans against the President, “Where is the investigation commission for missing people?”, “Where are the illegally detained Eezham Tamils?” which brought the skies down.
By defeating the deceptions of betrayers Sambanthar and Sumanthran, the people have realized that justice can be achieved only through struggle and therefore, led the black flag protest. There are women who are protesting “fast unto death” demanding to know the whereabouts of their families who were missing for more than 20 days and seeking the immediate release of political prisoners.
Meanwhile, the U.N investigation team has met the protesters. After that, they have openly accused the government of not taking any steps for reconciliation. The alarmed Sri Lankan government expecting international pressure on it has begun steps to defuse the situation.
As a follow-up, the Sri Lankan finance minister Mangala Samaraweera is in the US to attend the World Bank meeting. The Srilankan media reports today say that Mangala Samaraweera will meet and have a discussion with US foreign affairs department officials. On the other hand, the Srilankan government has assigned “The Hindu” the responsibility to hide the public protests in Sri Lanka. This is the reason behind unverified reports being carried in “The Hindu” for past two weeks. We should lead the way in uprooting the constant venom spewing “The Hindu” from Tamil Nadu.

The May 17 movement had sent a letter to the Catalonian government supporting their decision, wishing the President of Catalonia and wishing Catalonia to be borne as a new nation. Earlier last year, the May 17 movement, along with the activists struggling for independent Eezham, had met and spoke to Catalan parliament members at the Parliament of Catalonia.
A letter to thank our support from Tamil Nadu has been sent to us on behalf of their President.
In the public referendum, 92% Catalans had voted to leave Spain and form a separate country. The Spain government banned the referendum, used its forces to unleash violent oppression but Catalans braved to participate in the public referendum.
After being denied the right to referendum, with its self-assertion for the referendum, the courageous decision of the government of Catalonia has proved to be an inspiration for all other ethnic nationalities struggling for their independence across the world.
At a time when Catalonia has announced its decision to the world with the public referendum, the Spain government has made an undemocratic threat to revoke the autonomy of Catalonia and arrest the Catalan President if the decision to leave Spain is not abandoned.
At this crucial moment, the 8 crore Tamils living in Tamil Nadu along with Tamils migrated across the world should unite and stand together with the people of Catalonia.
Occupation and domination should be overthrown. Tamil Eezham and Catalonia should achieve independence. Let us stand together.

Human rights activists Thirumurugan Gandhi, Daison Jose, Ilamaran, Arun who were arrested on 21.5.2017 for conducting a candlelight vigil for the dead in the Srilankan civil war have been booked under notorious “The Goondas Act” in short. They were denied bail on 25.5.2017 when they were held under different charges. After sensing that the initial charges filed against them will not hold judicial scrutiny, The Tamilnadu Police Charged the activists with “ The Goondas Act “ on 29-05-2017. They are detained in Puzhal Central Prison.
Thirumurugan Gandhi is one of the most committed and honest activists from Southern India, who fights for the democratic rights of all people for the past nine years. He consistently advocates for the democratic aspirations of Eelam Tamils, Palestinians, Kurds, Kashmiris, Western Saharans and Sikhs, he also regularly lobbies with the diplomats of the global South to realize the interests of the nations without states, indigenous peoples and communities which have faced war crimes against the imperial forces in the Geneva human rights sessions in the United Nations (UN) for the past three years. He has represented Tamil civil society in Permanent people’s Tribunal for Srilanka in Dublin and Ireland (2010 and 2013) permanent people’s tribunal is an opinion tribunal whose activities include identifying and publicizing cases of systematic violation of fundamental rights, especially cases in which national and international legislation fails to defend the rights of the people. He has also been in the forefront to call for the justice of custodial murder of migrant laborers, water rights of the farmers , worker rights ,refugee rights, disability rights , campaign against death penalty, rights of the linguistic and religious minorities, Tribal rights, Transgender rights and have been active in protesting against new WTO rules pertaining to public distribution system, privatization of electricity , Eco-sensitive projects like hydraulic fracturing, Nuclear reactors in dense populations. His organization “May 17 movement” stood firm in opposing the Free market-Hindu fundamentalist policies of the Modi Government from day one. He is also a frequent participant in television debates pertaining to the issues mentioned above in regional and national media. His Strong Convictions and uncompromising attitude in standing for the weak have unsettled many powerful people in India. One of the many reasons, he is being hounded now.
From 2011, every year Chennai’s Marina beach hosts remembrance for the dead happened during the end of the genocidal war. The event which receives wide participation from Ordinary civilians of every political complexion including Writers, Artists, Human rights activists, Students, and lawyers becomes a place for collective mourning to respect the fallen. This event acts as a focal point in the public discourse to bring the perpetrators of the horrific crimes to account for their evil deeds. The United Nations Basic Principles on the Right to Remedy and Reparation recognizes “commemorations and tributes to the victims” as a form of reparation. It also became an event where the remedies for the crimes are contemplated and discussed. Over time, due to the increased political consciousness of the public and the activists coordinating the event, the place also became an important venue where injustice happening to Kashmiris, Kurds, Migrant laborers, Women, Physically challenged, the fisher folks, Tribal issues started receiving serious attention and expression for solidarity. The event has occupied an important place in the Tamilnadu’s cultural calendar. “Remembering the dead is a fundamental right of the culture of every people and begs the question of how weeping commons, remembering their loved ones, can threaten public order and safety?
The Tamil Nadu Prevention of Dangerous Activities of Bootleggers, Drug Offenders, Forest Offenders, Goondas, Immoral Traffic Offenders, Slum Grabbers and Video Pirates Act, 1982 (Tamil Nadu Act 14 of 1982), called “The Goondas Act” in short is a preventive detention law used by the state governments to attack and intimidate political opponents who speak truth to power. This legislation tramples upon the personal liberty of a citizen without giving him a chance to opt for judicial scrutiny, The Act is meant to be used only under exceptional circumstances in cases of grave and imminent threat to public safety and order. A total of 8,450 of them have been detained under the Goondas Act and the NSA since 2011 and many of them have been thrown outside by the court.
One of the main principles of legal jurisprudence is that any person accused of any offense should be given an equal chance to be heard and to defend himself in the courts of law, This preventive law denies the detained person this chance. The procedure requires that within seven weeks of detention, the detainee should be brought before the Board, which has three retired judges as its members. When these avenues fail, the higher courts can be approached. The majority of the cases have been habeas corpus petitions on which the higher judiciary ruled in favor of the victims, coming down heavily on the States mainly for non-application of mind and procedural lapses

It is to be noted that the legal attack is part of the trend where the rulers of the Indian Union trying to dismantle, intimidate, coerce dissenting activists. No one should be arrested for mourning the dead. When RSS can be given permission to hold rallies on Marina Beach and ADMK members can assemble in large numbers there to pay homage to Jayalalitha, why should other social organizations or political parties be prevented from using Marina Beach for their public events? Will the Chennai police stop bowing down abjectly to the parties ruling center and state and show some spine in implementing laws impartially? We are worried about the shrinking democratic space for reason and deliberation, one of the cornerstones of a constitutional democracy. We call upon all the democratic forces across India to show solidarity to one of our fellow beings.
Strike Down the draconian “The Goondas Act” Immediately
We deplore the recent wave of arrests by the government of Tamilnadu and the use of force to disperse peaceful protests. We demand the immediate release of all political prisoners, an end to political prosecutions, and a return to the rule of law and respect for human rights.
Government authorities must respect dissent and their own constitution. We, therefore, demand our fundamental rights be respected and immediate release of the political prisoners.
We urge the government authorities to ensure the physical and moral integrity of all the activists detained.

This event is held to pay respect to the Eelam Tamils. Tamils have a culture of paying respect to their dead relatives near a water body. Aadhichanalloor, a 6000 year old archeological site that was discovered on the banks of river Thamirabarani was a burial site. The Tamilnadu police have the responsibility to protect this culture of the Tamils. The international charters and the Indian constitution embody this right as a basic human right. Nothing can deny this right to the Tamils. The government is denying the cultural rights of the Tamils citing a colonial era Section 41 Madras city police act, which was brought by the British to prevent any gathering.
In the same Marina beach Tamils pay homage to their dead relatives. The people pay respect to leaders like Anna durai, MGR, Jeyalalitha in the same beach. None of the laws say that permission should be sought by the people before they pay homage. It’s based on the same right that the May17 movement is organizing the candle light vigil to pay respect to the massacred Eelam Tamils.
The political parties in TamilNadu passed a resolution in the Tamilnadu assembly that what happened in Eelam was genocide. Ideally the TamilNadu government itself should have come forward to organize an event to remember the martyred Tamils. The political parties which supported the resolution should have borne the responsibility to conduct that. But they did not do it. The ordinary working class people of Tamilnadu have taken up that for themselves. The government should have facilitated the people. But contrary to that we see that BJP government is trying to stop the remembrance event that has been happening for the past 7 years. The Weak TamilNadu government has bowed to the BJP government. We condemn the BJP and RSS which has always been against the Eelam Tamils, which is now trying to interfere in cultural rights of the Tamils to pay homage to the dead.
Inspite of the BJP and the weak TamilNadu governments unlawful attempts to curb the Fundamental cultural rights of the Tamils, Candle light vigil to remember the massacred Eelam Tamils will happen as planned in Marina, in front of the Kannagi statue, at 5 PM on May 21,2017.
Democratic forces should come forward to condemn this fascist oppressive acts of the state.
